Bullhead City board approves FY25 report, salary and staffing updates, and adult meal price increase

At its Oct. 13 regular meeting the Bullhead City School District Board approved a set of fiscal and personnel items and took a short executive session on student-discipline matters.
Financial report: Staff presented the FY25 annual financial report (AFR), described as the accounting of how district funds were actually expended across M&O, grants and capital. Finance staff (Jenny Beck was identified as the preparer) said the AFR must be filed before the Wednesday deadline and the board approved the report by roll-call vote. Board members asked about an overage on the den project; staff said landscaping costs were about double what they expected and that the district had collected roughly $10,000 in donations to offset costs; staff also explained the district would move some expenses into M&O to close the year in the black.
Executive session: The board voted to move into executive session to consider student-discipline matters and records exempt from public inspection under cited Arizona statutes (executive-session motion referenced ARS 38 4 31.0312 and multiple ARS 15-series citations). The board later reconvened in public session and continued with the agenda.
Personnel and pay items: The board approved a revised classified salary schedule to reflect a rise in Arizona minimum wage (staff said base columns moved up roughly $0.30/hour to reflect a $15.15 floor); the board approved a revised paraprofessional-instruction job description clarifying qualifications and performance responsibilities for Title I paraprofessionals; and the board approved creating an additional Title I paraprofessional position at Fox Creek Junior High using rollover Title I funds to address math and language-arts needs.
Meal prices: Nutrition staff recommended increasing adult meal prices from $3 to $4 for breakfast and from $5 to $6 for lunch because current prices do not meet costs; the board approved the increase.
ASBA first readings and other business: The board conducted first readings of multiple ASBA advisories and voted to submit approved direction on ASBA bylaw-change proposals. The meeting concluded with scheduling the next meeting for Nov. 20, 2025 and adjournment around 7:30 p.m.
