The Kokomo Board of Zoning Appeals voted to allow a single-artist tattoo studio to operate at 501 East Lincoln Road after a staff report and testimony from the petitioner.

Vera LeFlore, the petitioner, told the board that Forbidden Garden Tattoos will operate inside Innovation Salon (enter via Door 513) as an appointment-only, single-artist studio. "My goal is to provide tattoos to the community in a sterile but inviting environment where clients can feel safe and comfortable," LeFlore said, and added that she is a licensed tattoo artist who will follow Howard County Health Department rules and be subject to two health inspections a year.

A staff representative, Sheila, told the board that the proposed use would not be injurious to public health, safety, morals, or the general welfare and that no exterior construction is planned. Sheila said the petitioner’s suite is in a building constructed in 1992 that either meets or is legally nonconforming to zoning standards and that the Kokomo comprehensive plan designates the area for general commercial use.

Board members asked whether a tattoo operation was already established at the location; LeFlore said she already uses a studio space and had obtained interim permission from the zoning director while awaiting the board’s approval. The petitioner said parking is available in front of the salon and that scheduling by appointment will minimize conflict with neighboring businesses. When asked about insurance, the petitioner confirmed she has coverage.

A board member moved to approve case P14-SC-25 and adopt the petitioner’s and staff findings for the record; another member seconded. The chair called for the vote; members signified "aye," no member spoke in opposition, and the motion passed.

With that action taken, the board had no further business and adjourned the meeting.
