Class‑size waivers: Dr. Small presented data showing unit count growth to 13,097 students and requested two classroom waivers under Delaware law for kindergarten and third grade. One waiver applied to a CLEC kindergarten classroom that is one student over the statutory 22:1 ratio; the second applied to a Townsend Elementary third‑grade classroom with two students over the ratio. Board members asked clarifying questions about how students are assigned and why students remain in a classroom once enrolled. The board approved the waivers on a motion by Mr. Abrams.
Field trips: The board gave final approval to overnight trip IDs 10302, 10360, 10575 and 10766 and preliminary approval to trip ID 11116 in a single motion.
Construction contract: Facilities director Mr. Hopkins presented bids for Contract 31A for Summit Campus site work and recommended award; the low bid came in slightly under budget. The board approved the contract (motion by Dr. Graham, second by Mr. Abrams).
Personnel report: The November personnel report, including additions from the executive session, was approved on a voice vote.
Other routine approvals at the meeting included minutes from Oct. 7 and the Oct. 28 workshop, the monthly financial report for September 2025, and the internal accounts reconciliation for September 2025, all approved by motion and voice vote.
