Board approves calendars, personnel and contract awards; four expulsion appeals decided

The Berkeley County Board of Education met Oct. 20 and took a series of procedural and substantive votes: the board approved the agenda and the Oct. 6 minutes; entered and returned from executive session for personnel and legal advice; decided four student expulsion appeals; accepted personnel recommendations; approved committee recommendations including instructional calendars and contract awards; remanded a proposed data-privacy policy back to committee; and adjourned.

For student number 4 the board voted, after a hand count, to grant the appeal and assign the student to the Next Steps Learning Center (motion passed after roll call of ayes and nays).

Personnel and committee votes: Miss Bradley moved to accept personnel recommendations discussed in executive session, seconded by Miss Coates; the board approved the motion (voice vote recorded 8-0). On recommendation of the committee on academics and innovation the board approved Head Start budget/expenditure reports and prospective hires and approved the 2026-27 and 2027-28 instructional calendars after staff presented survey results (about 957 responses, ~70% parents; overall feedback described as largely positive or neutral). On recommendation of the committee on finance and human resources trustees approved out-of-state travel, the FY2526 minority business plan, the 2025-26 salary book, a first-reading revision to policy IN (encumbered time), and a first reading of new board policy BCBA (board meetings live streaming). The board voted to remand policy EG (data privacy) back to committee for further revision.

Contracts: The committee on capital planning recommended and the board approved award BVB 7432526 to A Plus Pesticide LLC for pest-control services: an initial one-year term valued at $53,000 with automatic renewal options for four additional one-year terms (estimated five-year value $265,000) and a superintendent option to extend for two additional years. The board also approved best-value bid 74425-26 for relocation and set-up services for single and double mobiles to S and P House Moving Company, Inc., for a one-year initial term with renewal options for up to five years.

Procedure and votes: Routine motions to approve the meeting agenda and minutes carried; the board formally entered executive session for the stated purposes of discussing employment contracts/appointments and receiving legal advice regarding student expulsion appeals (Doe v.
