County green-lights $26.4M resurfacing program, water/wastewater contracts, animal center expansion and advances bond ordinance

Berkeley County Council approved multiple infrastructure and capital project actions affecting roads, water and county facilities and advanced a bond ordinance for financing.
The Committee on Operations recommended, and the council approved, a resurfacing package to include 181 roads in 2025–2026 with a not-to-exceed budgeted amount of $26,400,000. The council also approved a change order to implement new signage and pavement markings for a roundabout and to resurface King Bay Boulevard from U.S. 176 through the roundabout at a cost of $1,774,683.06; that work will be conducted at night and the contract will include a 90-day extension.
Public Utilities items approved included awarding a contract to Johnson Services LLC to extend a new 6-inch water main approximately 5,250 linear feet along Sandy Run Circle at a contract amount of $662,585.28; council noted this project is needed to achieve compliance with federal and state drinking-water regulations and will be financed through a principal forgiveness loan from the SRF loan program. Council also approved a $225,700 contract to Clearwater for design and delivery of a mechanically clean bar screen for the Lower Berkeley wastewater treatment plant.
During the finance committee report, Chairwoman Amy Stern moved to transfer up to $700,000 from the county fund balance to a project budget and to award a $1,398,193.05 contract to DesignBuild LLC for the construction of the animal center expansion; council approved both measures and also authorized up to $20,000 for owner-supplied items and civil work performed in-house as needed.
Separately, the council considered Bill 25-58, an ordinance to authorize issuance and sale of general obligation bonds not exceeding $40,000,000 for 2026; the bill was advanced in committee and read by title during first reading. Several zoning and district bills were taken on third reading and approved during the meeting (bills listed by number in the public record). All procurement and awarding motions were approved by voice vote as recorded in the transcript.
Next steps: project contracts are to be executed by county staff and financed per the approved financing plan; the bond ordinance will return for subsequent readings if the council opts to finalize debt issuance.
