Town of Newburgh staff briefed the stormwater board Nov. 24 on the project-priority tracking list and funding options, highlighting implications for ongoing and proposed projects.
Town engineer Drew Fleming said Eller Bush Road is in preliminary design with utility coordination and land acquisition phases imminent; the project was broken into phases to manage cost. Fleming reported the Plum Street reconstruction application (filed in October) includes stormwater elements and estimated the total project cost at about $2,500,000, of which the town’s civil portion is roughly $1.7–$1.8 million.
Staff noted a change to CCMG (Community Crossings Matching Grant) program maximum awards, from $1.5 million to $1.0 million, which reduces expected grant dollars and increases the town’s local share. "They changed the CCMG dollar amounts maximum from $1,500,000 to $1,000,000," Fleming said, adding that inflation further increased local costs.
An unidentified grant administrator and staff also discussed pursuing OCCRAS (census-tract-based) stormwater funding. The grant opportunity could provide up to $750,000, but eligibility depends on census-tract income qualifications and documentation such as pre-event CCTV footage for culvert condition; staff said they are checking whether adjacent culverts might qualify as contiguous to the tract. The board emphasized the need to gather inspection footage and documentation to strengthen applications.
Staff said some town match funding could come from the 2024 bond set aside and that they would continue updating the board as grant eligibility and CCMG outcomes are confirmed.
