Nexton park finished; county, town and improvement district discuss operations, assessments

A Nexton Holdings representative told Berkeley County council that the public park in Nexton is complete and that discussions are underway with the Town of Summerville about transferring ownership and operations.
Brent Chabadlo of Nash Nexton Holdings said the park was finished about six months ago and that staff are "preliminarily" pursuing a transfer to the town, hoping it could occur around the first of the year. He said a backup nonprofit entity is in place "on the shelf" and could be activated quickly if the town transfer does not proceed.
Chabadlo explained the improvement district's two assessments: Assessment A is intended only for capital improvements and remains in place to retire capital debt; Assessment B was created as a mechanism to fund operations and maintenance if a nonprofit ran the park. Chabadlo said that if a public entity such as the county parks department or the town takes ownership, Assessment B would no longer be used for maintenance per the ordinance creating the district.
Council approved the assessment rolls for the Nexton Improvement District by voice vote after questions about park status, potential transfer timing, the assessments' permitted uses and the assessment sunset (30 years from inception).
