County staff presented the two bids received and recommended the low responsive bidder, Johnston Services. Jimenez, who presented the item, said staff performed standard due diligence and contacted references and found "no red flags," noting the company is a young firm based in Myrtle Beach. Council members pressed staff about the roughly $300,000 gap between the two bids and whether the low bidder's price aligned with county estimates; Jimenez said the low bid was in line with staff's estimate and that references checked out.
Committee members raised concerns about bidder experience and previous county projects but agreed that staff confirmation of references and the cost estimate supported awarding the contract. The motion to award carried on a voice vote.
The contract award is expected to enable construction of the extension identified in BCWS project BCWS 14-24/25. No additional funding or match was required according to the staff presentation.
The committee also approved a separate bar-screen purchase for Lower Berkeley during the same meeting.
The award was approved by the public utilities committee and will be implemented under BCWS oversight.
