Commission approves multiple Newell reserve lot additions; commissioners ask for green-space clarification

The Avery County Board of Commissioners approved several subdivision and planned-unit-development (PUD) items for the Reserve at 19-11 (Newell area) after a presentation by Heather Bender of Elevate Land Group.
Bender presented multiple items: additions of Lots 40, 44 and 45 (one packet of lots), Lots 4 and 7 as an additional submission, and a separate PUD section (Sanctuary lots S1–S7). The planning board had previously reviewed and approved the plats. Commissioners moved, seconded and voted 'aye' to approve the presented plats.
During questioning commissioners sought clarity on how much of the overall tract is being reserved as green space and whether that green space will be dedicated to a homeowners association. The developer said the plan is to dedicate green space to the HOA, but asked to verify the survey and to confirm acreage and lot sizing; she indicated some lots (about four) might be unusable due to slope and could reduce the lot count from 42 to 38.
Commissioners requested the developer and county planning staff confirm the green-space acreage and ensure appropriate notations on final plats before signatures and recording. The board approved the plats on the condition the administrative record reflects planning-board approvals and standard recordation steps.
No votes to deny or alter the plats were recorded.
