Avery County commissioners elect Tim Phillips chair, confirm county officers

The Avery County Board of Commissioners opened its Dec. 1 organizational meeting by electing Tim Phillips as chair and confirming a slate of county officers.
Tim Phillips was nominated and appointed chair after a motion and second; commissioners voted 'aye' to confirm the selection. The board then elected Deion Solves as vice chair by unanimous voice vote.
The commission approved several staff appointments. The board voted to appoint Philip Berry Jr. as county manager; Michelle Ford was appointed county attorney; Caleb Hogan was approved as county finance officer; and C. D. Turbiville (as read in the record) was appointed clerk and assistant county manager. Each appointment was made by motion, second and unanimous 'aye' vote.
No public opposition to the appointments was recorded during the meeting. The new leadership and officer appointments take effect immediately and will guide the commission through its 2026 organizational and operational responsibilities.
The board also approved routine administrative items later in the agenda, including approval of prior meeting minutes.
