Speedway Redevelopment Commission approves TIF spending plan, roundabout change order and several contracts

Speedway — The Speedway Redevelopment Commission, meeting Nov. 24, approved a slate of routine financial and project items, including this year’s TIF spending plan and several project contracts and change orders.

Economic Development Director Kyle Markley told commissioners the commission’s claims listing included a Smock Fansler invoice tied to the Al Unser Senior Roundabout work and a total of $245,685.31 in claims on the packet; he asked that an additional late invoice from Keeser Consulting Group LLC for $28,000 be added to the claims list. "I did receive this invoice in time," Markley said, asking the commission to approve the added invoice.

The commission approved the claims, including the added consulting invoice, by voice vote, 5-0.

Markley also introduced Resolution No. 2025-16, the annual TIF spending plan the commission must file with the DLGF (Department of Local Government Finance). He said the document lists projected 2026 debt payments and planned uses; once approved it will be submitted by the clerk to the DLGF. The commission approved the resolution by voice vote, 5-0.

Infrastructure and maintenance approvals included a Smock Fansler change order for the Al Unser Senior Roundabout totaling $120,772.35, which includes raised curbs to deter vehicles and additional plantings to address an undercount in the original planting quantities. Markley said the design firm’s software undercounted plantings and that roughly 4,000 additional plants are needed; the commission approved the change order, 5-0.

The commission authorized a $3,750 quote from the Verdin Group to complete repairs on the Main Street clock and approved a renewed snow-removal agreement with Steven Jones to service six lots through February 2026 at proposed rates of $200 per hour for ice-melt work and $150 per hour for snow removal. Both motions passed unanimously.

Markley provided other updates in his director’s report: proposals for an "IMPO" grant are due Dec. 5, staff expect to begin contractor selection in January, Main Street design work is being considered for either a single 2026 build or a phased 2026–2027 approach with a Community Crossings match grant application planned for July 2026, and an RFP issued Nov. 20 seeks proposals by Jan. 16 for roughly five acres at 16th and Mickley (Zone D2). He also said consultants are working on a TIF restatement tied to the new 16th and Lyndhurst TIF with a target completion in the first quarter of next year.

There was no public comment at the meeting. Chair Jennifer noted community curiosity about the RFP process and emphasized the commission wants to assess current market indications for the property rather than assume past plans remain suitable.

The commission adjourned at 6:19 p.m.
