Burke County approves $81,580 temporary engineering contract to meet landfill regulatory needs

Burke County commissioners on Nov. 3 approved a temporary, budgeted contract with Garrett Moore Engineering for environmental engineering and regulatory compliance services at the county’s solid-waste facility.
County manager said the temporary $81,580 contract covers urgent regulatory testing and compliance work needed to maintain timing and reporting obligations while staff completes the full procurement process for an ongoing engineering relationship. “What we'd like to ask you to consider today is a temporary contract for $81,580,” the manager said.
The manager explained the county is reassessing long‑standing engineering relationships after more than three decades with the same consultant and emphasized planning and regulatory tasks (groundwater monitoring, methane mitigation, permitting and design) that the new firm would support. He noted the county transports roughly 10 loads a day offsite and that nearby municipal solid-waste capacity is limited, increasing the importance of solid-waste planning.
Commissioner Burns moved the contract approval; the board voted 5‑0 to authorize the manager to execute the agreement subject to county‑attorney review.
Next steps: staff will return with the full multi‑year contract for the board’s consideration in December and begin the temporary work immediately under the authorized amount.
