The Town of Speedway Town Council on Nov. 24 approved a slate of consent and action items by unanimous 5-0 votes.
Alcohol permit endorsement: Council adopted Resolution No. 2025-20 endorsing issuance of a three-way alcoholic beverage permit to PVFG Holding LLC for a proposed restaurant at 1552 Main Street (part of an expansion of the Wilcox Building). Town Manager Grant Kleinhans said the paperwork was prepared by the town attorney and would be signed and submitted to the Indiana Alcohol and Tobacco Commission (via the town's endorsement process).
Paving change order: Staff presented Change Order No. 3 for the 25th Street reconstruction project with Midwest Paving. The change order adds $27,274.51 for additional fine grading of subgrade where soft areas were encountered and extends the contract by four days. Kleinhans said the base and intermediate asphalt layers are in place and final paving and striping are anticipated in early December, with final completion tentatively set for Dec. 8. Council approved the change order.
Cell signal booster: The council approved a proposal from Exos to install a low-loss cable and interior antenna in the council chambers to address poor cell coverage. Kleinhans cited several years of discussion and said the Exos proposal would cost $3,889.50 and that a placement study would be performed when installation is scheduled.
Salary ordinance: Council adopted Ordinance No. 1419 (second reading) to establish jobs, wages and compensation for 2026, incorporating negotiated increases for police and fire and a 2.5% raise for non-union employees.
Insurance broker selection: Staff recommended and council approved engaging USI Insurance Services as the town's property/casualty broker under a flat-fee arrangement and authorized the clerk-treasurer to sign broker-of-record letters. Philip Faust said the selection followed interviews of six firms and a narrowed pool of three.
Claims and utility adjustments: The council approved claims spanning Nov. 6–19 totaling $2,577,087.98 and two utility adjustments. The motion carried 5-0.
