Council on Dec. 3 voted to approve an interlocal agreement with Charlotte County to purchase up to 500,000 gallons per day of bulk water for up to six years to support economic-development projects and temporarily expand the city's service area. Utilities Director Tom Spencer described the arrangement as a short-term supply bridge while the city's RO plant and new wells come online.
Spencer told council the developer will update the city's water model at the developer's cost and that extensions of main lines would be constructed as required. "The water will be purchased at a bulk price...there will be a markup before it is delivered," Spencer said, and staff will return with the proposed markup and delivery mechanism for council review.
Developers and representatives said the agreement protects the city's service-area integrity and supports a proposed economic driver that includes workforce housing and industrial uses intended to employ residents near the airport area. The applicant urged council not to lose the funding window and warned the project could die without the interlocal approval. Council approved the interlocal agreement.
