Board OKs first reads to tighten student data and FOIL procedures

The Byram Hills policy committee presented three policy revisions for first read on Oct. 14 to strengthen protections for student, teacher and administrator personal identifiable information and to align district practice with New York law.
Policy committee chair (speaker 18) described the updates as housekeeping to ensure compliance with the state's Freedom of Information Law (FOIL), the federal Family Educational Rights and Privacy Act (FERPA) and New York's Education Law 2‑d on data privacy. The policies under first read were: a school district records regulation (11 20 R), student records policy (5,500) and an information and data privacy, security breach and notification policy (86 35). The committee recommended removing a stand‑alone parents' bill of rights exhibit (86 35 e.1) and inserting that content into the 86 35 policy.
The presenter said the changes do not alter substantive rights but tighten language and remove duplication while conforming to state guidance. Board members moved, seconded and approved first reads by voice vote.
What happens next: the policies will return for a second read and formal adoption in subsequent board meetings; the committee is also developing a separate track/lighting/sound policy and plans neighbor outreach before its first read in November.
