The Caddo Parish School Board on Nov. 18 approved a memorandum of understanding (MOU) with Brentwood Hospital of Shreveport to allow coordinated behavioral-health referrals for students. The board accepted a friendly amendment requiring that parents or guardians provide written consent before any behavioral-health services are provided to students referred under the agreement.
Miss Bale, who moved approval, said the MOU was intended to expand confidential, intensive outpatient options for students and to provide another resource to families. Some speakers, including John Glover (who identified himself and gave his address), questioned whether the district already works with more than two dozen mental-health providers and asked how Brentwood’s services would differ from existing options.
Miss McLean proposed the amendment that “parents or guardians must provide written consent for any behavioral health services for students referred to this program.” The motion maker accepted the friendly amendment and the revised motion was read into the record. Board counsel noted the MOU would return to Brentwood’s counsel for approval and emphasized confidentiality and compliance with applicable privacy laws.
The amended MOU passed at the meeting with 11 votes in favor and one abstention. The board directed staff to proceed with finalizing the agreement consistent with the amendment and counsel’s review.
