County set to act as capital agent for $55 million Eastern elementary consolidation; formal appointment scheduled

County manager briefed the board on a proposed resolution to appoint Burke County as capital agent for a school-construction project to consolidate two Eastern Burke County elementary schools.
The manager said the project was appropriated in June 2024 at an estimated $55,000,000. "That's a $42,000,000 state grant that comes through the North Carolina lottery fund, directly to the school," the manager said, adding that the project requires a $13,000,000 match to be paid from the school's restricted sales-tax capital reserve. The proposed resolution would formally name the county as the capital agent so that procurement, quality assurance, and financial disbursement operate through county processes while remaining jointly approved with the school board.
At this meeting the board did not approve the resolution; the manager presented the request and invited questions, and commissioners left the item on the agenda for decision at a later meeting.
