Cass County approves elevated salary step for State's Attorney hire after heated discussion

Kim Hedvick, the Cass County State's Attorney, urged the commission to approve an above-minimum starting salary for a preferred candidate, Leah Visty, arguing the office faces a national prosecutor vacancy crisis and that experience is needed to keep the office functioning and to avoid long training timelines.
Hedvick told commissioners the candidate has roughly 20 years of prosecution experience and 26 years in public service overall. "She requires no training," Hedvick said, noting Visty's familiarity with local court procedures and local attorneys. Hedvick said the county policy allows the commission to approve hires above step 1 and that the office had budgeted for the position at lower steps but sought higher placement to reflect experience and reduce onboarding costs.
Commissioners debated several alternatives. One commissioner proposed step 4 and another proposed step 5; those motions failed for lack of second or were rejected in roll call. Concerns discussed included internal equity across departments, the county wage structure and the long-term fiscal implications of making high-step appointments for elected or department-head positions. A commissioner said: "I'm not gonna vote for the motion" while seeking alternative options.
After additional motions and a final roll-call vote, the commission approved a motion to offer the candidate at step 6. The board directed finance staff to review budget impacts and to return with year-end forecast information by November so commissioners could see how pay adjustments are tracking against the overall county salary structure.
The action authorizes a starting salary above the minimum for the named candidate; the county recorded the approval on the meeting roll call and no further implementation tasks were specified in the meeting minutes.
