Bettendorf board approves $11.4 million bid for BMS phase 1, schedules groundbreaking

The Bettendorf Community School District board on Oct. 23 approved the low-bid awards for phase 1 of the BMS renovation, a project the administration and its construction manager recommended be awarded to the lowest responsible bidders after a prequalification and bid process.
Lee Marbach, introduced as a project executive with Russell, told the board the district received 33 bids across 13 categories and recommended awards to the lowest responsible bidders. He said the district also included an alternate to replace a fire lane after phase 1 work. The presentation listed the total all-in project value as $11,428,172, which the district said includes site work, gray, and furniture.
The board discussed the schedule and statutory timelines tied to the district's choice to use the construction-manager-at-risk approach under chapter 26 of the Iowa Code. Administration and Russell staff told trustees the accelerated timeline was necessary to preserve an early-November construction schedule. After discussion, a motion to approve the bid package passed on a recorded roll call vote, 7-0.
Board members praised the procurement process and the number of bidders, and administration thanked Russell for turning documents around on a tight schedule. The district has scheduled a groundbreaking ceremony for phase 1 at the middle school on Wednesday, Oct. 29, at 1:30 p.m.
The board packet attachment with detailed bid tabulations was added to the agenda on short notice because the timeline for opening bids fell close to the meeting date; administration said the district followed statutory notice and procurement steps.
