District presentation: which Clayton County schools are federally identified and what it means

Jackie Johnson, who presented the district’s slide set on federally identified schools, told the board the listed schools were identified as of January and noted the categories that drive identification: content mastery, progress, closing the gaps and readiness. She highlighted several school scores: North Clayton content mastery 58.6, River's Edge 56, Haney content mastery 48.3; Haney progress 91.9 and River's Edge readiness 80.8. Johnson said the scores are measured on a 0–100 scale and that many of the district’s schools showed increases in one or more components from 2023 to 2025.

Dr. Delphia Young, who introduced the presentation, said the next re-determination dates are January 2027 for CSI/ATSI and January 2026 for TSI. In response to board questions, Johnson explained that "content mastery" reflects achievement on state assessments, "progress" indicates student growth relative to expectations, and "closing the gaps" aggregates subgroup performance. She said removal from lists requires showing measurable improvement from the time a school was identified until the next re‑identification.

Board members asked for plain-language explanations of what being on a list means and what the district will do about it; Johnson said the district will return in January with a deeper CCRPI briefing and additional detail on interventions. Several members noted improvements at schools such as Perry Center and urged continued focus on hiring and targeted supports to accelerate gains. The presentation was labeled mandatory and the board scheduled a fuller CCRPI update for the January meeting.
