Cayuga County lawmakers spar over $9M budget gap as tax-cap decision looms

Cayuga County lawmakers spent the bulk of their session debating how to close an estimated $9.5 million to $9.9 million shortfall as they prepare a tentative 2026 county budget.
Ways & Means presented a year-end projection showing the county—s fund balance would finish 2025 stronger than expected but warned that current requests put the county on track for a large gap next year. “If we stay at the tax cap and use no fund balance, we will have a $9,500,000 gap,” the Ways & Means representative said, noting one-time draws this year for 9-1-1 equipment and assigned counsel costs had already reduced reserves.
The chair explained the procedural consequences of choosing to exceed the tax cap: any amount set above the cap would be removed from the county—s usable budget and held in reserve, reducing practical flexibility. Members pressed for more details on which positions and programs would be affected and recommended further review before committing to an override.
Some legislators argued the county must override the cap or accept deep, immediate cuts to public safety and mandated social services. Others urged more time to study department requests, vacant positions and the exact amount of fund-balance use. “At the end of the day, not overriding the tax cap will be detrimental to public safety and nonmandated services,” the chair said. Another member countered that repeated postponement of this choice risks forcing a rushed and unpopular decision in November.
After extended discussion, the legislature voted to table the final decision and carry more in-depth review into the Nov. 5 meeting, preserving options for amendments when the tentative budget is released.
Next steps: the chair will release a tentative budget in advance of the November meeting; Ways & Means and the full legislature plan additional sessions to consider amendments and whether to adopt a local law to override the tax cap.
