Carroll County supervisors set Dec. 15 public hearing for budget amendment, approve zoning plat

County staff on Dec. 1 presented a proposed budget amendment and the Carroll County Board of Supervisors voted to set a public hearing for Dec. 15 at 09:30 to consider the changes.
Speaker 9 (county staff) reviewed the amendment and described reclassifications and unbudgeted expenses. Key elements staff identified included moving an ambulance monitor from the general fund to the ambulance capital fund and reimbursing the general fund; paying for courthouse panic buttons and a door-access system that were unbudgeted; adding $5,000 for an assistant jail supervisor’s salary plus related FICA and IPERS; and increasing juvenile-related lines for court/attorney fees and detention costs. Conservation capital funds show an $84,186 allocation for the Swan Lake project with some grant revenue (a state water-resources grant of $54,001.86) noted by staff.
Speaker 9 said the amendment netted roughly $254,843 across funds and that most of the levied funds would not experience a large effect. After the review, Speaker 9 proposed Dec. 15 at 09:30 for a public hearing; the board moved and seconded the proposal and set the hearing by voice vote.
The board also approved a zoning plat requested by Rick Grody (property owned by John C. and Doreen M. Grody Revocable Trust on Ivy south of 220th). Speaker 6 moved to approve the plat; the motion passed by voice vote.

County staff noted that the courthouse security items were paid out of courthouse maintenance funds and local option sales tax reserves were used in part to avoid levied-fund impacts. Staff committed to publishing the public hearing notice and the amendment details prior to Dec. 15. The hearing will provide the public an opportunity to review the amendment and for the board to consider final approval.
