Board of Estimate approves series of administrative measures, schedules July 1 fireworks show

The Board of Estimate voted on a slate of administrative items and moved into executive session for personnel matters during its meeting. Member 1 made the motion to enter executive session; it was seconded and approved by voice vote.
The board approved Item 3.1, authorizing agreements tied to the '0 And W' building project, including arrangements related to new markets tax credits, historic tax credits and a ground lease. Member 2 said the board hopes to close on the financing in December and then award construction bids.
The board authorized Item 3.2 to relieve 2,024 delinquent water and sewer accounts, reporting roughly $700,000 in unpaid balances. Members instructed that those delinquencies will be placed on the 2026 tax roll. The board also approved Item 3.3 to relieve miscellaneous delinquent bills totaling $28,993.51; staff clarified that delinquencies prior to 2024 will be moved to the 2026 tax roll for collection.
On Item 3.4 the board authorized a fireworks exhibition to be held on July 1, 2026, at Fancher Davis Park. A staff speaker noted last year—s contract was about $14,500 and this year—s contract is expected to be about $17,000; the vendor said executing the contract by Thursday would yield an estimated 10% more fireworks as a promotional incentive.
The board amended a prior resolution to accept an additional $630 in donations for emergency food assistance and discussed distribution of remaining assistance to households that have not yet picked up aid. Member 3 said staff have offered deliveries and will continue outreach to complete distributions.
The board accepted a separate $1,140 donation to the Middletown Fire Department, identified as a donation from Latitude Digital on behalf of Ford Motor Company for firefighter recognition. Member 2 moved the resolution and members approved it by voice vote.
With no further water and sewer business, the board moved to adjourn.
