The City of Middletown Industrial Development Agency voted to appoint Marshall & Sterling as the provider of public-officials liability insurance for 2026, authorizing payment of $2,245 and giving the executive director authority to sign any related documentation.
The resolution (2025-9) was introduced at the full-board meeting after being considered in the Finance Committee. Joseph DeStefano moved the resolution and Anthony Cantoli seconded the motion. A roll call recorded affirmative votes from multiple members and one abstention recorded in the roll call as “Zingerman.” After the vote a board member stated on the record that they work for the insurer/provider, which the board noted as the reason for the abstention.
The motion carried as presented; no amendments to the procurement amount or signatory authorization were recorded during discussion. The executive director is authorized to execute any necessary documents related to the insurance procurement.
