The board approved two secondary-roads utility permits at the start of the meeting: a 2-inch cased waterline north of Highway 30 on Ivy Avenue in Maple River Township and electrical service under 250th Street in Richland Township. "I think we can probably do them together," the presiding speaker said before a motion and voice approval.
When the payables were presented, Speaker 2 noted the motor grader was part of the invoices and that the county added $500 to the payables total for ISAC's request. Speaker 2 said the grader cost, after trade-in, was discussed earlier in the meeting and was reflected in the payable line items. "So looking for a motion to approve the $885,597.55 as the addition of the $500 to ISAC," Speaker 2 said. The motion carried on a voice vote.
On ISAC's request, Speaker 1 described the legal matter as concerning local control and said ISAC had requested contributions from counties to help fund an amicus brief challenging a court decision affecting zoning of a hazardous liquids pipeline. Speaker 1 moved that Carroll County join the request and Speaker 8 seconded; the board approved sending $500 and asked that it be added to payables so the check could be sent quickly.
The utility permits were approved together earlier in the meeting after secondary-roads staff described the two straightforward requests. "They look pretty straightforward," Speaker 2 said before the board voted.
The board did not record individual roll-call votes on these items in the transcript; approvals were recorded by voice as "Aye" and the chair stated the motions carried. The board also received an update from secondary-roads staff about recent patching work and the new grader's postless-wing design, which staff said may be among the first of its kind in Iowa.
The board added the payables approval to the meeting's consent actions and moved on to audit review and other business. The next regularly scheduled meeting was announced for Nov. 18, 2025.
