Legislature OKs clinical‑assessment contracts, laptops and mental‑health budget increase for Unity House

Cayuga County legislators on Nov. 12 approved several administrative resolutions covering court‑ordered clinical assessments, IT equipment replacement and a state aid budget amendment for mental health services.

The Legislature authorized HH5, a resolution that lists specific clinical psychologists (and allows contracting with others) to conduct court‑ordered parental and child clinical assessments. Meeting discussion said such contracts are used when judges order assessments; the resolution included a maximum rate reference for listed providers. "We don't do a ton of these, but when it's court ordered, it's nice to have them," a committee member said. HH5 passed by voice vote.

Members next approved HH6, a procurement resolution to purchase 10 laptops to replace aged Department of Social Services equipment. County Information Technology provided specifications and a procurement quote; the negotiated price was $1,054 per unit with a 30‑day guarantee on the quoted price. Members confirmed the funds were available in the DSS 2025 budget and HH6 passed by voice vote.

Lawmakers also amended the mental‑health budget with HH7 to record an unexpected $7,277 increase in state aid for Unity House supportive‑housing services. The amendment increases both revenue and expense lines to accept the award and was adopted by voice vote.

Each measure was presented as fiscal housekeeping and operational maintenance: the assessment contracts support court‑ordered casework, the laptops replace out‑of‑service hardware so staff can perform duties, and the Unity House amendment incorporates state aid already allocated to service providers. The meeting record shows members focused on procurement process, vendor selection and budget availability in each case.
