Monterey approves $80,000 for South Main Street roundabout; council also clears multiple bond releases and appointments

Council discussion detailed how prior contingency estimates were consumed by required stormwater changes (including a new manhole and inlet that added about $40,000) and that the previously agreed curb and stamped-concrete features were not covered by the original contingency. Council members cited roughly $39,000 for the safety curb and about $29,000 for stamped concrete at the roundabout as the principal elements of the $80,000 request. Multiple members framed the curb as an essential safety deterrent to illegal U-turns and said they were prepared to fund it even though the money must come from a new budget source.
Council also approved several PWA bond releases related to Twin Arch Business Park (lots identified in the agenda as SDash19Dash0010 Lot 18A; SDash19Dash0032 Lot 17; SDash21Dash0022 Lot 20) and a bond release for the Mount Airy Medical Eye Center (Section S20-0031). Those bond-release items were moved, seconded and approved without extended debate. The town attorney clarified a labeling issue in the packet (references to "Department of Community Planning" were intended to refer to the town's planning/community development department).
Separately, the council appointed Vincent Coble to the Beautification Commission, Brad Lindgren to the Parks and Recreation Board and reappointed Fran Sunken to the Water and Sewer Commission; all appointments passed. The council also removed Ordinance 2025-21 (food trucks) from the agenda for additional stakeholder review and deferred introduction to January to allow EDC and local businesses to provide feedback.
What comes next: construction work on the roundabout will continue under the amended budget; staff said most heavy excavation and grading work is complete and they do not anticipate further major cost overruns but cannot entirely rule out additional contingencies. The Water and Sewer Commission and project staff will continue oversight of utility relocations that affect the project schedule.
