Board places multiple items on consent, answers questions about Title I procurement and backpacks

The Katy Perry School Board executive committee on Oct. 21 read and placed most business items on the consent calendar, answered questions about procurement for Title I supplies, and approved a motion to enter an executive session.

During the agenda review the chair listed items to be placed on consent, including revisions to policies (for later committee review), property and bus rental requests, and a recommendation to ratify the assignment of the Barrett Padilla Academy property sale to the Coalition for Safe and Affordable Housing. The board repeatedly confirmed items 401, 402, 502, 6.01–6.04 and 9.01 as consent items during the roll call.

Board member Dr. Vincent asked about bid solicitation practices and whether Title I purchases (in this case backpacks for Title I homeless students) are shared with local bidders. Procurement lead Miss Scott said bids are advertised on the district website and posted to BidExpress, that notices are sent to vendors who previously bid, and that anyone with access to the site can view the solicitation. “It’s sent out to everyone. We send notices to everyone that previously bid on it, and it’s posted on our website,” Miss Scott said.

Miss Scott also confirmed the backpacks contract is for Title I homeless distribution, and that the procurement term is one year with two optional one‑year renewals that require mutual consent. Board members asked for missing tabulations on particular capital project bids and staff agreed to provide copies immediately for review.

At the close of the meeting the executive committee took a voice vote on the consent calendar and then approved a motion to join the 10/21/2025 County Fair School Board executive session; the meeting was adjourned and members said they would reassemble later.
