CCB chiefs to depart: Staley to Oneida Nation, Rath exiting; chair announces candidacy

CARSON CITY — Two senior Cannabis Compliance Board staff members announced departures at the Oct. 16 meeting as board members and industry participants offered public thanks and reflection.
Division Chief David Staley told the board he will retire in early November after more than 30 years with the state and has accepted a position as executive director of the gaming and cannabis commissions for the Oneida Nation in Upstate New York. "After a little over 30 years with the state of Nevada, I'll be retiring on, early November," Staley said. He thanked colleagues and said he expects no interruption to agency services during the transition.
Chair Guzman Fralick used the meeting to disclose she is running for state office — the attorney general’s office — and said next month will be her last meeting as chair. "Next month will be my last meeting," Guzman Fralick told attendees. Board members offered public good wishes to both departing staffers and to the chair.
Chair Guzman Fralick also announced Deputy Attorney General Chris Rath is leaving; Rath testified briefly to thank board members and agency attorneys for their work. Rath's departure was noted as occurring the same day as Staley's announcement.
Board members from across the panel praised Staley and Rath for agency-building work and mentorship. Tyler Klimas, former CCB executive director, spoke during public comment to recognize Staley’s "transformational" influence and decades of service to Nevada regulation.
What's next: Chair Guzman Fralick said the Nov. 20 meeting will be her final presiding meeting. The board did not announce interim personnel assignments during the Oct. 16 session.
