Carlson told the committee the 2026 budget anticipates the change and that temporary savings earlier in 2025—partly due to an unexpected retirement and a vacant Dunkirk office—helped offset the present-year impact. The resolution was presented as budget-neutral; the committee voted 'Aye' and carried it.
No further action was required for immediate implementation. Carlson and members noted staffing and office coverage considerations going forward.
