Charlotte council confirms four nominees to regional transit authority

Charlotte City Council voted unanimously to confirm four appointments to the Metropolitan Public Transportation Authority Board after the clerk read the results of council ballots.

Stephanie Kelly, the city clerk, told the council that nominees who reached the five‑plus nomination threshold included Frank Emery (law category), David Howard (government), Todd Collins (architecture) and Jocelyn Jones Nolly (logistics). Kelly said each of the four individuals received six or more nominations and were eligible for appointment under the council’s process. The council approved the appointments by acclamation after a brief discussion.

Council members thanked the selection committee and staff for conducting interviews and scoring candidates. Council member James Mitchell — who chaired the ad hoc selection committee and described a multi‑day interview process — moved the motion to confirm the four nominees. The clerk explained that candidates receiving fewer than six nominations will be returned to the council for consideration at the Nov. 24 business meeting along with ballots and the RCA documenting which council members nominated each applicant.

Why it matters: The new regional transportation authority will help coordinate transit service across municipalities in the Charlotte area. The council’s selections reflect a mix of professional experience across law, government, architecture and logistics, and the process will resume for the remaining nominees at the next meeting.

What’s next: Council will receive ballots and Council Action (RCA) documents before the Nov. 24 meeting, and any remaining appointments that did not meet the six‑vote threshold will be brought back then.
