Chickasha council approves consent docket: cybersecurity training, sewer task order, appointments and other items

The Chickasha City Council approved a consent docket including a $16,200 Stanley Systems cybersecurity training quote (grant-funded), Resolution No. 2025-26R establishing a municipal court food-for-fines program (Nov. 3–Nov. 26, 2025), a $90,332.35 pay application to WW Builders, two planning-commission appointments, renewal of OMAG insurance, a hangar lease and a task order up to $200,000 for 1st Street sewer improvements.
The Chickasha City Council on an evening vote approved a consent docket that included multiple contracts, appointments and infrastructure approvals.
Council approved a $16,200 quote from Stanley Systems for citywide cybersecurity training and authorized the mayor to execute the agreement. Staff and the city—s finance director, Rich Edwards, said the training recommendation came from Stanley Systems as the city—s IT provider and that the expense is expected to be 100% reimbursed through a grant. "Anything that's paid for with general funds, if it's over $3,500 and it's considered a public improvement, would require competition," Edwards explained, adding that in this instance Stanley is the city—s contractor and the training fits within that arrangement. Councilmember Alexander recused from that vote as noted in the roll call.
The council also approved Resolution No. 2025-26R to establish a municipal court food-for-fines program scheduled to run from Nov. 3 through Nov. 26, 2025 during regular business hours.
A pay application (No. 3) for $90,332.35 (COC 2409) to WW Builders for the Chickasha Police Department canopy project was approved and will be processed as part of the consent docket.
Council appointed Tammy Watts to the Planning Commission (term through June 30, 2028) and Julie Allred Alfred to the Planning Commission (term through June 30, 2026). Both appointments were moved, seconded and approved by roll call.
The council authorized staff to renew the city—s general liability, property and auto insurance policies with the Oklahoma Municipal Assurance Group (OMAG) beginning Nov. 1, 2025; staff warned the council that OMAG had projected a possible 25%–30% premium increase tied to market conditions and said a final rate would be set later.
On airport business, the council approved a hangar lease agreement for the Chickasha Municipal Airport and authorized the airport manager to execute the lease; the motion passed with Councilmember Burrows recorded as voting no.
Finally, the council authorized the mayor to execute Task Order No. 1 with Chisholm Trail Consulting LLC for Phase 1 sanitary sewer improvements on 1st Street not to exceed $200,000. Public works staff described recurring backups on a main interceptor line near the jail and said the project will add a bar screen and replace or upsize segments of the line to reduce blockages affecting downtown and the east side.
All consent-docket items were approved by roll call unless otherwise noted; council took no separate final action beyond the roll-call approvals recorded at the meeting.
