Chester-Upland committee previews private-school placements, missed RFP award and HR approvals; social workers to attend national conference

District staff used the Nov. 17 Committee of the Whole to preview personnel and program items that will appear at the receiver's meeting and on future agendas.
A staff presenter said there were several agenda items requiring confidential handling — two student-specific matters and two requests for approved private-school tuition placements. One of the private-school placements was described as for "students who have complex medical needs," meaning the placements are for students whose needs cannot be met by current district programming.
The same presenter said the district had missed listing one company that participated in an August RFP; the RFP pool covers roughly $1,000,000 in awards across multiple agencies and this company had been omitted from the earlier agenda when awards were first announced. Staff characterized this as an administrative omission and said the item would be brought forward for formal action where required.
Dr. Neil of the HR department told the committee that HR will seek approvals at the upcoming receivers meeting for appointments, resignations, reassignments, leave requests, salary adjustments and extracurricular duty payments, and that HR is working to ensure Title I schools have appropriately qualified personnel. She said any necessary resolutions will be placed on the receivers agenda.
On professional development, staff said social workers will attend a national conference as a replacement for a previously closed registration; the district described the trip as part of the recovery plan and aligned to tailored professional development for social-work needs. Directors also discussed student travel for career-and-technical education and leadership conferences (culinary arts, criminal justice and agricultural mechanization) and asked staff to arrange presentations showing what students learned on return.
What’s next: staff will place personnel approvals and the RFP correction on the receivers agenda (confirmed for Nov. 19 at 6:00 p.m.), and business-office staff agreed to prepare and deliver requested budget comparison materials next week. No formal votes were taken at the Committee of the Whole meeting.
