Superintendent previews capital financing scenarios; district to release podcasts and annual report

At the Chambersburg Area School District reorganization meeting, Superintendent Mr. Bigger gave a brief report on district communications and upcoming items tied to the capital program.

Mr. Bigger said snow procedures were tested with staff notifications and thanked staff for student-achievement efforts that produced “dark blue” growth — the district’s internal designation for continuous student-growth measures. He announced a series of short podcasts (video recorded, five to seven minutes each) that will be released about every other week; the first episode featured Michael Baum and Mr. Bigger.

On facilities financing, President Mr. Piper told the board that district leaders had met with Mr. Fry from PFM to discuss multiple financing scenarios for the capital program after earlier estimates in the roughly $230,000,000 range had grown as the design process added scope (including a middle school and a South property). Mr. Piper said PFM will present two or three scenarios at a February committee meeting so the board can compare borrowing amounts and options.

Mr. Piper said the list of consent agenda items will be forwarded to the Dec. 16 meeting for final votes and that the district will prepare an annual report combined with a 2026 calendar to be released in January or February. "We're working on that report to hope to have that out in January or February," Mr. Bigger said.

Next steps: PFM is expected to present financing scenarios in February; the district will publish its podcast series and distribute the annual report/calendar early next year.
