Committee approves $3,780 toward emergency action-plan updates for Maple River dams

Representatives from Houston Engineering and the Maple River Water Resource District asked the committee to fund a portion of required emergency action-plan updates for the Absaraca, Garsteg and Indian dams.
The presenters said the three dams were built about 60 years ago by the Soil Conservation Service and inherited by the local water resource district, and that required emergency action plans are out of date. State rules now require updated modeling of potential breach impacts, which increases the cost of updating the plans. The combined estimate for all three updates is $72,000; the State Water Commission is expected to contribute roughly 80% of the total, the Red River joint board agreed to contribute a portion of the remainder, and the Maple River district requested the committee fund 75% of the remaining local share, not to exceed $3,780.
A committee member moved and a second was recorded; the committee approved the request by voice vote with ayes recorded.
Staff said the updates are overdue (some plans were created in 2010 and 2018) and that the district will try to complete updates before spring runoff if State funding is available in early 2026.
