Committee approves raising Sheldon subdivision cost-share cap to cover final local shortfall

The Cass County Flood Sales Tax Committee voted to increase its contribution for the Sheldon subdivision ring-levy project to the amount originally approved, up to $462,750, to cover a remaining local-share shortfall identified in final cost reconciliation.
Staff told the committee that the project, planned since 2017 and bid last spring, is substantially complete and awaiting closeout. A combination of factors increased final costs: imported gravel needed after contamination with clay, added culverts through the levee, extended construction administration and inspection, and additional engineering tasks. Those items produced a remaining county-share request of roughly $69,209 beyond previously approved amounts.
"So now that the project's done, there's more information in your packet," the project presenter said, summarizing final costs and why the committee—s assistance is requested to close the funding gap.
Residents from Sheldon spoke in support. Colin Miller, a Sheldon resident, thanked the committee and said he and neighbors appreciate the work but remain concerned about potential impacts outside the diversion area.
A motion to approve allocation up to the original cap ($462,750) was made, seconded and taken by roll-call. The clerk recorded five affirmative votes and the motion carried.
The committee did not change the structure of the local assessment district that remains at $61,700; the county's action increases the county's share up to the previously approved total to avoid requiring a revote.
