The Charles County Board of Education on Oct. 14 approved two intercategory budget transfers for fiscal 2026 that officials said are primarily accounting moves to align spending with Maryland State Department of Education (MSDE) reporting categories.
The first transfer, for the school district excluding the Posota charter, totaled $1,500,000 and moves funds to make prior provisional changes permanent and to cover the ongoing maintenance of the district learning-management system, the creation of a director of IT position, replacement vehicles and bulk purchases of reading materials, among other items. Finance staff highlighted specific moves including approximately $492,003.73 from instructional supplies and a $130,000 overtime reallocation tied to community‑services maintenance.
A separate transfer for Posota, the charter operator, totaled $1,200,000 and reallocated funds across MSDE categories so the charter’s budget properly reflects mid‑level administration, transportation, operation of plant and other line items. Staff said CCPS provides special education services to Posota and noted that special education costs should not appear on Posota’s budget as a cash outlay.
Board members asked detailed procedural and programmatic questions about the community‑schools coding, vehicle‑replacement criteria and the $197,000 line tied to career‑counselor computers; staff said the computers are new machines required to run biomedical software for specific CTE students. Vice Chair Kramer and other members sought additional documentation on vehicle-replacement cadence and the district’s internal coding practices.
The motions to approve the transfers were brought during the action portion of the meeting and passed unanimously along with routine minutes and personnel approvals.
Staff said the transfers are corrective and reflect changes already incurred during the budget year; they must be presented to the county commissioners as part of the normal approval process.
