Staff said the table previously allowed dog kennels in C‑3 districts but did not clearly permit outdoor play yards or kennel runs. “I felt like that was a little contradictory that if you had a kennel, you would wanna have an outdoor space for the dogs,” Speaker 3 said; the change adds language to allow an outdoor kennel run or play yard in the C‑3 district to align secondary uses with the primary use entry for dog kennels.
