Augusta council approves JEO phase‑2 authorization, downtown concrete repairs, equipment purchase and right‑of‑way contract

After a motion and second, the council approved the amendment by voice vote and authorized City Manager Josh Shaw to sign the agreement.
On downtown repairs, staff recommended packaging several curb, sidewalk and drive‑panel locations into a single bid. Public Works Superintendent Anthony described the work as primarily curb and gutter repairs with some 4‑inch sidewalk panel replacements, repairs around water meter cans, a 6‑inch panel near the city parking lot at 5th and Walnut, and an 8‑inch ADA parking stall at Dalton Palmer Park. The only responsive bid came from Rock Concrete at $42,299 — lower than staff’s estimate — and the council awarded the contract by voice vote.
The council also approved a purchase agreement with Prairie Land Partners for a John Deere Gator utility vehicle with a snow‑removal package; the vehicle is budgeted in the 2026 budget and staff said the city will take delivery in January 2026 and pay upon delivery.
On a separate item, staff described a planned donation of a triangular parcel from Williams Refinery needed for an upcoming bridge project. Because the city recently received a federal grant award for the project, staff said the Uniform Relocation Assistance and Real Property Acquisition Policies Act (the Uniform Act) requires notification and certain processes even for donated parcels. Staff recommended contracting Midwest Right of Way on an hourly, not‑to‑exceed basis (listed at $9,025) to handle notifications, any appraisal work and title services. Council approved the agreement by voice vote.
