Council hears Clean Power Alliance update; CPA may reach 100% GHG-free by 2035

Councilmember Deborah Klein Lopez reported on the Clean Power Alliance's recent board retreat and ongoing strategy.
Klein Lopez said CPA now includes 38 member cities across Los Angeles and Ventura counties and that the agency is exceeding state mandates, currently delivering roughly 70% renewable energy to customers. She said the board discussed accelerating the pace toward 100% greenhouse-gas-free electricity and that CPA could potentially reach that goal by 2035.
The councilmember also said CPA is exploring direct ownership of energy assets (including photovoltaic arrays and storage, and potentially lines further upstream) as a long-term strategy to reduce ratepayer costs that result from private, profit-driven ownership of transmission and generation.
Klein Lopez described local programs already in place, such as a power-ready program that helps customers access solar and backup batteries, and said staff are evaluating the benefits of municipal ownership versus contracting models.
Councilmembers thanked her for the report and tied the CPA discussion to local goals on climate adaptation and resilience.
