Chickasha council approves pipeline easement, vehicle purchase and liquor-store ownership change; resident raises Lake Chickasha and tax concerns

Residents and councilmembers pressed the City of Chickasha for clarity about local projects and policies while the council approved several routine and project-specific items.

Public comment opened the meeting when resident Bryce Binion thanked the city for recent cleanups and events, then asked three substantive questions: the timeline for ODOT’s Loop 81 construction and right-of-way use; whether the city has plans or goals for assisted-living or senior housing; and an allegation that some property owners in Southgate within Chickasha city limits faced a roughly 75% tax increase. Binion also asked about Lake Chickasha management, saying there appeared to be roughly 25–30 lease spots not being leased annually and cited what he described as lost gross revenue in the millions of dollars.

On the council docket, members removed item D from the consent agenda and approved the remaining consent items. Council then considered and approved an amended natural gas pipeline easement to connect to an existing pipeline at Lake Chickasha in Caddo County. Planning staff and city attorneys explained the amendment removed a contradictory sentence about above-ground valve sites that appeared in the packet; the corrected easement allows an above-ground valve site as shown on the attached survey. The amended easement was adopted on roll call.

Council also approved the purchase of a 2026 Ford F-250 crew cab (not to exceed $50,033.80) for the animal control division; council discussed whether the box would be purchased separately and confirmed the city manager and finance will handle that purchase. A use-on-review for a liquor store ownership change at 615 S. 4th St. (Chinebon/Patel) was presented as administrative — the location already operates as a package store and its change of ownership requires a use-on-review — and was approved after staff explained the Planning Commission had recommended approval.

When discussing the Lake Chickasha pipeline easement staff and a councilmember clarified that the item before the council was a new easement adjoining a previously approved line and that the packet had included contradictory language that was corrected prior to adoption. The meeting did not produce a staff estimate that clarified Binion’s revenue numbers for Lake Chickasha or a city response calculating the alleged 75% tax increase; staff and council suggested the county assessor is the appropriate contact for property-tax assessments.

Council adjourned after the votes and the meeting’s municipal authority sessions followed the council’s adjournment.
