Planning staff told council the Eagles Reach noncontiguous annexation (about 43.24 acres, owner: Goldsboro Land Group LLC) met the statutory criteria for satellite annexations under North Carolina law and had been conditionally rezoned for 174 townhomes and three commercial lots; staff said the petition met the requirements for noncontiguous annexation. No members of the public spoke during the required public hearing. Council adopted the ordinance to annex the property (motion passed unanimously).
