Goldsboro Council approves multiple annexations and rezoning requests

The Goldsboro City Council on Dec. 1 unanimously adopted ordinances to annex three properties and approved several rezoning requests affecting parcels near U.S. 70, West New Hope Road and West Grantham Street.
Planning staff told council the Eagles Reach noncontiguous annexation (about 43.24 acres, owner: Goldsboro Land Group LLC) met the statutory criteria for satellite annexations under North Carolina law and had been conditionally rezoned for 174 townhomes and three commercial lots; staff said the petition met the requirements for noncontiguous annexation. No members of the public spoke during the required public hearing. Council adopted the ordinance to annex the property (motion passed unanimously).
Council also approved a contiguous annexation for a single-family lot at 1810 West New Hope Road to provide water and sewer service; staff said utilities and the technical review committee reported no capacity or pressure issues. That ordinance passed on voice/electronic vote.
A third noncontiguous annexation (Tucker Trace) was continued previously for rezoning; staff noted the annexation itself met statutory criteria and council adopted the annexation ordinance without public comment.
On rezoning matters, planning staff presented several straight rezoning requests (rezoning parcels from R-16 or general industry to general business, and other straight rezones). The staff recommendation and the planning commission’s Oct. 27 recommendation favored approval. Council opened public hearings, heard no speakers, and approved each rezoning in individual up-or-down votes.
Council members and staff emphasized that annexation does not automatically approve any specific development plan; the mayor clarified that approval of annexation extends corporate limits but any proposed development and conditional rezonings remain subject to future council decisions and applicable planning processes.

What council said
Planning staff (Mister Talton) repeatedly told council the petitions met statutory criteria and that fire and public-utilities reviews had raised no capacity concerns. Council members asked procedural and service-capacity questions, and the mayor reminded members that rezoning hearings and engineering reviews remain the venues to test development specifics.
