- Consent calendar and claims: The council approved claims on pages 15–16, a wage adjustment for Kyle Zingman and three plats as part of the consent calendar. (Motions carried.)
- Parks & Recreation: Approved a quote from Midstates Audio and Video for a pool sound system (just under $19,000), authorized replacement of a deteriorating surge tank now, and approved replacement of temperamental pool heaters in the 2026 budget cycle.
- AMI installation: Approved a quote up to $24,762 for AMI meter device installation to allow remote meter reads from City Hall.
- Staffing and finance: The council reluctantly accepted an employee resignation, appointed Brian as interim finance officer, and approved retaining Christina for accounting/finance functions (bank reconciliation and monthly financial duties) while clarifying she would not be appointed finance officer.
- Budget and ordinance action: Council approved Resolution 18-25 to transfer contingency funds to cover various overages (elections, audits, siren repairs, snowplow repairs and animal control) and to accommodate the radio funding; examined and approved Ordinance 747 (first reading/approval) covering finance estimates and other budget items.
- Executive sessions: The council approved two executive-session motions (personnel and contractual matters) under the cited South Dakota statutes.
Where vote tallies were recorded, the rezone ordinance passed 3–2; most other motions carried by voice vote with “aye” recorded. Items scheduled for future action include water and sewer rate resolutions (a 3% base and volume increase recommended) and a mailbox reimbursement increase proposed to move from $70 to $100 for snow-plow damage (staff to draft language for the next meeting).
