BOISE — The Boise City Planning and Zoning Commission approved a multi-item consent agenda and deferred three agenda items to December hearings during a regularly scheduled public hearing.
"Welcome to the Boise City Planning and Zoning Commission public hearing," a staff member said at the start of the meeting, outlining virtual participation rules and testimony time limits. The commission's chair reminded attendees that "we are citizen volunteers appointed by the mayor and approved by the city council," and explained that decisions may be appealed to the City Council if an appeal is filed within 10 days and the appellant testified at the hearing.
Commissioners placed several items on the consent agenda with no public opposition. The consent package approved by a 5-0 vote included meeting minutes from Oct. 13 and multiple development items: PUD 23-10 (Rodney Evans and Partners) — a two-year time extension for a conditional use permit at 11880 West Oberlin Road; PUD 23-21 (KPG Investment LLC) — a two-year time extension at 9474 West State Street; CAR 25-5 (Access Design Group) — rezoning approximately 36.83 acres (7600–7800 Gratz Drive and 200–400 South Auto Drive) from MX-3 to MX-2; CVA 25-57 and SUB 25-59 (Rodney Evans and Partners) — variance on streetscape standards and preliminary plat for the MacArthur Subdivision at 3510 West Hill Road; and CVA 25-10 and SUB 25-19 (Cuba Homes) — variance and preliminary plat for the Cuba Subdivision at 7622 West Settlers Avenue.
Several agenda items were deferred at the applicant's request. The commission deferred CUP 25-31 and CVA 25-48 (GGLO), a proposal for 0.89 acres in an MX-5 zone at 1080 West Front Street, to a December 1 hearing after a motion by Commissioner Moore and a second by Commissioner Torres; the motion carried by unanimous roll call. The commission also deferred ZOA 25-1 (a proposed code amendment to establish a minimum commercial square footage in the village center subdistrict of SP-03) and SUB 25-3 (Barnwood Village Subdivision, roughly 69.45 acres within the Suringa Valley specific plan) to a December 8 hearing on a motion by Commissioner Moore, seconded by Commissioner Torres; that motion also carried unanimously.
No members of the public in chambers or online registered opposition to the items placed on the consent agenda, and applicants for the listed items indicated they agreed with staff reports when asked.
The hearing concluded after the roll calls and formal motions were recorded; the chair thanked attendees and closed the meeting.
