Staff reports Bettendorf comprehensive plan is generally on track; inventory of potential changes to be prepared

Bettendorf — City staff presented an annual review of the Bettendorf comprehensive plan on Dec. 2, telling the council that, after one year, development patterns largely match the plan and only minor adjustments appear necessary.

Community Development Director Mark Hunt framed the review as a tracking exercise covering roughly July 2024 through July 2025. "What we're trying to do is track ourselves to the land use plan, and we're asking ourselves, does the pattern of development that we've seen occur, does it match the plan development that we had in the plan?" Hunt said, adding, "If the answer is no, I got some explaining to do." His summary highlighted a major 80‑acre annexation in the northeast growth area, rezonings for a hospital site along Middle Road, multiple downtown rezonings converting small-lot residential to commercial, and several plats and infill subdivisions.

Hunt recommended staff prepare an inventory of potential refinements to the downtown plan and the comprehensive plan and return to the council for review; he said Greg Beck will lead that follow-up work over the next six months. The presentation included examples of private and public investments that align with the plan, such as new finance and medical employers near the TBK area and a mixed commercial development at Forest Grove and 53rd.

The presiding official moved that the annual review remain on the consent agenda; that action was approved, and the item will be taken up as Consent Item E on the council packet for final consent approval.
