Airport staff told the Bangor City Finance Committee on Nov. 17 that they will submit a Passenger Facility Charge (PFC) application to the Federal Aviation Administration to fund a TSA checkpoint expansion. Stephanie Kimball, finance director, said recent FAA discussions showed collections are occurring more quickly than anticipated, prompting an earlier application.
"Any passenger that uses the airport, gets charged $4 and, 50¢ on their ticket," said Jose Zavada, airport director, describing how the PFC is assessed per passenger and per leg and noting that the industry cap for a multi-leg trip is $14 per trip. "Out of the $4.50 that we collect per passenger, they take an administrative fee of 11¢ and, on a monthly basis, they submit the collected cards." Zavada added that the airport's PFC collections average about $100,000 per month.
Kimball reported the PFC application amount as $16,449,413 in the meeting record. Later in discussion a related appropriation figure was spoken as $16,000,000; the transcript does not resolve that difference. The committee agreed two council items will appear next week: one to ratify the PFC application and a separate item to accept and appropriate the funds. Final approval and appropriation will be decided by the full Bangor City Council.
The committee did not take a final vote on funding or appropriation at this meeting; members discussed mechanics and timing and set the items for the next council agenda.
