Finance committee endorses Matrix Consulting recommendation for community risk assessment

The Bangor City Finance Committee on Nov. 17 heard a staff recommendation to award a community risk assessment and standards-of-cover contract to Matrix Consulting Group of California for $44,300, rather than the lowest bidder.
"The low bidder is not being recommended due to concerns about their lack of experience working with communities as complex and large as Bangor," said Stephanie Kimball, finance director, explaining the fire department's recommendation and the department's evaluation process.
Kimball said the project, to develop a community risk assessment and standards-of-cover document, is funded from the FY26 capital budget. She told the committee that six bids were received; the transcript records a reported range of bids but the exact low and high dollar values beyond the recommended $44,300 were not clearly specified in the meeting record.
A newer committee member asked how proposals were scored and whether local bidders receive priority. Kimball replied that each RFP includes selection criteria and that departments use multiple evaluation factors, not just price. She said including the RFP and its selection criteria in the meeting packet or as a hyperlink would make the ranking process clearer to members.
Committee discussion focused on transparency of selection criteria and the practicalities of providing long RFP documents in printed packets. Members agreed that hyperlinks to RFPs in the agenda would help reviewers and reduce packet bulk.
The recommendation from the fire department was presented to the committee for consideration and will proceed to the full Bangor City Council for final contract approval.
