Committee raises waiver cap on parade costs to reflect higher city expenses, favors R4125 amendment

The Annapolis Finance Standing Committee on Oct. 1 approved a favorable recommendation for amendment 1 to R4125, which updates the city’s fee-waiver language for parades and related events and raises the waiver amount to reflect current costs.
City staff said the original $15,000 waiver reflected the city’s costs at the time it was first adopted but that those costs have risen. Staff recommended increasing the waiver to roughly $20,000 if the intention is to again cover the city’s actual current costs for parade-related services. "The 15,000 was a reflection of the city's actual costs…in the intervening years, those costs have risen," a staff member explained.
A motion to give a favorable recommendation to amendment 1 was moved and seconded; members voted by voice and the motion carried. A subsequent motion to give a favorable recommendation to R4125 as amended was also moved, seconded and carried by voice vote. Committee members thanked staff for catching the discrepancy and updating the legislation to reflect current expenses.
The committee’s favorable recommendation advances the amended waiver to further council consideration and aligns the ordinance with recent parade cost data.
