Agoura Hills City Council voted 5-0 on Nov. 12 to adopt Ordinance 25-480, incorporating the 2025 California Building Standards Code and the 2024 International Property Maintenance Code with local amendments the city says are needed for its unique climate and topography.
Building Official Lucas Quach told the council the state updates—which become effective Jan. 1, 2026—cover administrative rules, residential energy, and fire-safety standards. He told the council the city is carrying forward local provisions that “require the use of ignition resistant materials citywide” and that the proposed changes include voluntary seismic-retrofit provisions and an increase to nonresidential EV infrastructure to CalGreen Tier 1 standards.
Quach recommended the council adopt Ordinance 25-480 and Resolution 25-2119 to make the findings that local amendments are reasonably necessary because of Agoura Hills’ climatic, geological and topographical conditions. He said the package also includes an exemption determination under CEQA.
During deliberations council members thanked staff and said the amendments provide continuity with prior cycles while preserving key local protections. Council member Anderson moved to adopt the ordinance; Deborah Klein Lopez seconded. The roll call vote was 5–0 in favor (Anderson: Aye; Anstead: Aye; Klein Lopez: Aye; Mayor Pro Tem Wolf: Aye; Mayor Sylvester: Aye).
The ordinance adopts the state code by reference and keeps selected local amendments—particularly those that address wildfire hardening, seismic safety measures and EV readiness—so city procedures and enforcement align with both state and local safety priorities. The city will file the adoption with the California Building Standards Commission as the final implementation step.
The council did not receive public comment on the item before voting. The ordinance takes effect according to the city's schedule for ordinance enactment and state filing requirements.
